That a strict supervision is maintained by the Police over the Public Houses is shown, I think by the fact that at the Licensing day in November last, there being thirty-one applications for Licenses, four of them were refused at the instance of the Superintendent of Police on the ground that the Applicants had not during the past year conducted their Houses in a proper manner.

We deplore with the Commander-in-Chief the prevalence of drunkenness among the garrison, but are averse to legislative measures to check it, which we feel satisfied would be ineffectual, and most likely very unjust in their operation.
